Recently, the Department of Management Sciences of the National Natural Science Foundation of China (NSFC) conducted the performance evaluation for the conclusion of NSFC-funded projects. The emergency management project titled "The Impact, Mechanism, and Response Strategies of Trade Barrier Risks on Trade" (Approval No.: 72341017), led by Professor Yu Miaojie—Deputy Secretary of the Party Committee and President of Liaoning University—was rated as "Excellent".
The Emergency Management Project of the Department of Management Sciences was specially established by the NSFC in 1997. Its purpose is to respond quickly to major management issues emerging in economic, technological, and social development, and promptly provide scientific analysis and policy recommendations for the high-level decision-making of the Party and the government. It mainly funds research that, based on existing relevant scientific research, further explores important and key issues urgently needed to be solved in national macro-management and development strategies, as well as "hotspot" and "difficult" issues in the practice of economic, technological, and social development, using standardized scientific methods.
The project "The Impact, Mechanism, and Response Strategies of Trade Barrier Risks on Trade" mainly covers four aspects: first, the stylized facts of trade restructuring under trade barrier risks; second, the analysis of the impact of trade barriers and uncertainty on microeconomic activities such as enterprises, consumers, and supply chains; third, the theoretical framework of international trade with trade barrier risks; fourth, policy evaluation based on the theoretical framework of trade barrier risks.
The "Excellent" rating for the project’s conclusion is not only an important achievement in the high-quality development of our university’s "Double First-Class" initiative but also provides a solid theoretical basis for relevant national authorities to formulate policies.
Brief Introduction to the Project Leader

Yu Miaojie, born in 1976, Professor Yu Miaojie is a Fellow of the International Economic Association (IEA), a Changjiang Distinguished Professor, and a recipient of the National Science Fund for Distinguished Young Scholars. He currently holds positions including Deputy to the 14th National People's Congress, Member of the Standing Committee of the Liaoning Provincial People's Congress, Special Supervisor of the National Supervisory Commission, Vice President of the Liaoning Provincial Association of Discipline Inspection and Supervision, and Deputy Secretary of the Party Committee and President of Liaoning University. He is an economist whose papers are among the top 1% most cited in the global economics and management field, and to date, he remains the only Chinese scholar to have won the "Royal Economic Society Prize". His academic and honorary titles also include: the first batch of Young Changjiang Scholars (2015), Outstanding Young Scientist of Beijing, Boya Distinguished Professor of Peking University, Member of the Advisory Committee on Economic and Trade Policies of the Ministry of Commerce, Director of the "China-US Research Think Tank Alliance" under the Ministry of Finance, Honorary Professor of Irkutsk State University (Russia), International Advisory Director of the Financial University under the Government of the Russian Federation, and Ph.D. in Economics from the University of California, Davis (USA). In addition, Professor Yu serves as Vice President of the China Society of World Economics, Vice President of the China Society of Quantitative Economics, Vice Chairman of the China Industrial Economics Association, Vice President of the National Association for Hong Kong and Macao Studies, Contact Representative for Financial and Budgetary Work of the National People's Congress, Vice Chairman of the Liaoning Provincial Federation of Social Sciences, and Member of the Legislative Affairs Committee of the Liaoning Provincial People's Congress. He has been engaged as an expert consultant by the United Nations, the Asian Development Bank, the Ministry of Finance, the Ministry of Commerce, the Counsellors' Office of the State Council, and multiple local governments, and was specially invited to deliver a report on China's economic development at the United Nations Headquarters. He enjoys the Special Government Allowance of the State Council. Professor Yu Miaojie’s research focuses on international trade and China’s economic development. He has published over 200 papers in top-tier and first-class domestic and international journals, such as the Economic Journal, Review of Economics & Statistics, Journal of International Economics, Journal of Development Economics, Economic Research Journal, and Management World. He has also published 32 works, including monographs, textbooks, and commentaries in Chinese, English, and German. He holds editorial positions including Associate Editor of the Economic Journal (a top international journal in economics), Associate Editor of the renowned international academic journal Review of International Economics, Honorary Editor-in-Chief of International Trade (published by the Ministry of Commerce), Editor-in-Chief of Journal of Liaoning University, Editor-in-Chief of Japanese Studies, and Executive Editor-in-Chief of Journal of Chang’an University. Professor Yu has received numerous academic awards, including: three Outstanding Achievements in Philosophy and Social Sciences Awards from the Ministry of Education, the Wu Yuzhang Award for Humanities and Social Sciences Research, the Zhang Peigang Award for Development Economics, and five An Zijie Awards for International Trade Research. His representative work Processing Trade and Enterprise Productivity has won awards such as the Liu Shibai Economics Award, the Hu Sheng Young Scholars Award, the National Trade Development Research Award, the China Young Economist Award, the Achievement Award of Liaoning Provincial Philosophy and Social Sciences Award, and the Outstanding Achievements in Philosophy and Social Sciences Award of Beijing. On the occasion of the 120th anniversary of Peking University, Professor Yu, as a representative of outstanding young and middle-aged teachers, was granted a special audience with General Secretary Xi Jinping. As an outstanding representative of the 25th anniversary of the National Science Fund for Distinguished Young Scholars, he participated in a high-level symposium hosted by Li Keqiang, then Premier of the State Council. In 2024, as a member of the Young Delegation of the National People's Congress, he visited the Federal Assembly of the Russian Federation and local Dumas. In his capacity as a Special Supervisor of the National Supervisory Commission, he attended the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection as a non-voting delegate. He has also represented Chinese high-level university presidents at the China-Italy University Presidents' Forum and the China-Belarus University Presidents' Forum.
