Recently, the academic paper "Environmental Regulation, Technical Change, and Green Innovation: Evidence from China’s Key Cities for Air Pollution Control Policy", co-authored by Professor Yu Miaojie (Fellow of the International Economic Association, Deputy Secretary of the Party Committee and President of Liaoning University), Associate Professor Jiang Haiwei (Central University of Finance and Economics), Professor Pan Shiyuan (Zhejiang University), and Associate Professor Zhong Tenglong (Central University of Finance and Economics), has been officially accepted for publication in Review of Development Economics.

Abstract of the Paper
Based on the classification standards for environment-related technologies formulated by the Organization for Economic Co-operation and Development (OECD), this paper measures the level of green innovation of Chinese enterprises during the period 1998-2007. Taking the environmental regulation policies implemented in Chinese cities as a quasi-natural experiment, the paper constructs a difference-in-differences model based on different policy intensities to systematically examine the level effect of environmental regulation on enterprises’ green innovation. The main research findings are as follows: First, after the implementation of the policy, compared with enterprises in the control group, for each one-standard-deviation increase in the intensity of environmental regulation in cities of the treatment group, the number of green patents of enterprises increases by approximately 13.9%. Second, environmental regulation promotes technological transformation of enterprises and guides them to shift from non-green innovation to green innovation. Third, for enterprises with relatively high pollutant emission intensity, the promoting effect of environmental regulation on green innovation is more significant.

Jiang Haiwei, Associate Professor at the School of International Economics and Trade, Central University of Finance and Economics. He holds a Ph.D. in Economics from Zhejiang University and completed his postdoctoral research in Applied Economics at Peking University. His research focuses on world economy and innovation economics. He has published a number of papers in well-known domestic and international journals, such as Management World and Journal of Comparative Economics.

Pan Shiyuan, Qiushi Distinguished Professor and Doctoral Supervisor of Zhejiang University, Director of the Private Economy Research Center of Zhejiang University. He is a Distinguished Professor of National-level Talents appointed by the Ministry of Education, a national candidate for the "Millions of Talents Project", and enjoys the Special Government Allowance of the State Council.His main research directions include economic growth theory, innovation economics, and China's economy. He has published more than 70 papers in journals such as International Economic Review, Economic Research Journal, and Management World.He also serves as Associate Editor of China Economic Review and International Studies of Economics, President of the Zhejiang Provincial Society of Economics, and Vice President of the Zhejiang Provincial Society of Digital Economy.

Zhong Tenglong, Associate Professor, Doctoral Supervisor, and Director of the Department of International Trade at the School of International Economics and Trade, Central University of Finance and Economics. He completed his postdoctoral research (Boya Postdoctoral Program) at the National School of Development, Peking University, holds a Ph.D. in Economics from Hunan University, and participated in a joint Ph.D. program at Aarhus University, Denmark.His research interests include international trade theory and policy, digital economy and trade, and industrial economy.
