Abstract:

Cities are an important force driving today's socio-economic development and technological progress. With the increase in urban population, improving urban governance capabilities is a common challenge faced by countries in the middle and late stages of urbanization development. There are still few practical and theoretical summaries of urban governance based on the “Governance of China”. This article focuses on the impact of urban community grid management on grassroots governance effectiveness, analyzes its adaptability to complex issues in urbanization development, and the key role of grid information platform construction in giving full play to the advantages of grid management. This study builds a city-quarter panel data containing 11,150 observations based on 1.4 million message texts on the "People's Daily Online" message boards in various places from 2011 to 2019 and the time information of the implementation of community grids in various cities across the country. Using the progressive difference-in-difference method to estimate, the empirical results show that community gridding significantly improves the efficiency of grassroots governance. Specifically, community gridding reduces the negative emotional polarity in message board texts by about 10%; this effect can be seen in Cities with higher levels of urbanization and higher population density are stronger and perform better in comprehensive and complex urban construction and governance affairs; the construction of grid information platforms has enhanced the role of grid in improving the efficiency of grassroots governance. Actively exploring the deep integration of grid concepts and digital governance is an important measure to achieve collaborative governance and ultimately achieve "good governance" in the context of governance modernization.

Introduction to the speaker:

Zhao Guochang studied at Northwest University, Shandong University, Wuhan University and Xiamen University, and graduated from the Australian National University in 2013 with a PhD in economics. His main research areas include fertility, education, elderly care, labor employment and public policy evaluation. He has published more than 40 articles in well-known domestic and foreign journals such as Economic Research, Economics (Quarterly), World Economy, Financial Research, Population Research, Statistical Research, Journal of Development Economics, Scandinavian Journal of Economics, Labor Economics, China Economics Review, Cities, China Quarterly, etc. Many of his articles have been reprinted in part or in full by Xinhua Digest, People's Congress Reprints, China Population News, etc. He has been conducting research in grassroots schools, governments and enterprises for a long time, is enthusiastic about public welfare, actively participates in public policy discussions, serves the local economy, and has written many consulting reports for Sichuan, Guangdong and other places.
