Abstract:The incapability of pure trade theory on explaining the mechanisms behind the formation of the trade policies in the real world requires investigation on mechanisms behind the decisions and the influencing factors of the policies through the lens of the process of political decisions. What are the driving factors of the formation of policies when the trade policies, as a part of the public policy, reflect the governance goals and philosophy of the decision makers? Why the governments are in favor of the trade protection policies? Does the “political market” really exist in the western society? If yes, what is the operating mechanism behind the market? What roles do the interest groups play in the decision on the trade policies? The paper answers the questions above systematically based on the theoretical and empirical analysis of the political economics of the trade policies. Using the rising structural models, the paper also investigates the endogenous mechanisms and the process of the international trade policies.
