Yu Miao-jie and Xu Ruidi's Collaborative Paper Published in Journal of Liaoning University

Yu Miao-jie and Xu Ruidi’s co-authored paper,"China-Russia Cross-border Subregional Cooperation Empowering the Comprehensive Revitalization of Northeast China: Opportunities, Challenges, and Countermeasures,"has been published in theJournal of Liaoning University.

Abstract:

Against the backdrop of the comprehensive revitalization of Northeast China in the new era and Russia's Far East Development Strategy, the cross-border subregional economic and trade cooperation between China's Northeast and Russia's Far East has achieved significant progress. Infrastructure has been increasingly improved, energy cooperation deepened, and agricultural cooperation expanded, among other achievements. As the forefront of China-Russia cooperation, the cross-border subregional cooperation between Northeast China and Russia's Far East boasts advantages in geographical location, resource complementarity, and strategic alignment. It serves as an objective need for establishing China’s new hub for opening up to the north, a realistic choice to support Russia's Far East development, and a pathway for forming a new regional cooperation framework in Northeast Asia. However, both regions are characterized by economic peripherality and low technological gradients, with constraints in systems, economic development, external openness, and mindset.

To address these challenges, China and Russia need to make comprehensive and multi-faceted efforts:

Strengthen Policy Coordination:Improve institutional frameworks, including efficient market mechanisms, urban agglomeration mechanisms, coordinated mechanisms for the three northeastern provinces and one district, and Northeast Asia subregional collaboration mechanisms.

Broaden Collaborative Development Pathways:Innovate trade and economic models, and strengthen cooperation in energy, agriculture, and high-tech sectors.

Promote Regional Economic Integration in Northeast Asia:Enhance regional infrastructure and cross-border logistics systems.

Cultivate Cultural Soft Power:Foster cultural exchanges, talent exchange, and improve the business environment.

Author Biographies

Yu Miao-jie

Born in 1976, Yu Miao-jie is a Fellow of the United Nations International Economics Association, a Changjiang Scholar Distinguished Professor, and a recipient of the National Outstanding Young Scholar Fund. He serves as a deputy to the 14th National People's Congress, a member of the Liaoning Provincial People's Congress Standing Committee, and a special supervisory commissioner of the National Supervisory Commission. Yu is also Vice President of the Liaoning Province Disciplinary Inspection and Supervision Association and Vice Party Secretary and President of Liaoning University.

He is recognized as one of the world's top 1% highly cited economists in management and economics and the only Chinese scholar to have received the "Royal Economic Society Prize." Yu was the inaugural recipient of the Young Changjiang Scholars Award (2015), a Beijing Outstanding Young Scientist, and a Boya Distinguished Professor at Peking University. His roles include serving as a member of the Ministry of Commerce Trade Policy Advisory Committee, a council member of the Ministry of Finance's "China-US Research Think Tank Alliance," and holding visiting professorships and advisory positions at several prominent institutions worldwide.

Yu’s research focuses on international trade and China's economic development. He has published nearly 200 papers in leading journals such asEconomic Journal, Review of Economics & Statistics, Journal of International Economics, Journal of Development Economics,and top-tier Chinese journals likeEconomic Research JournalandManagement World.He has authored 27 books, including scholarly works, textbooks, and essays in Chinese, English, and German.

Yu has been awarded numerous honors, including three Ministry of Education Philosophy and Social Science Excellence Awards, the Wu Yuzhang Humanities and Social Science Research Prize, and the Zhang Peigang Development Economics Prize. His book,Processing Trade and Enterprise Productivity,won the Liu Shibai Economics Prize and the Hu Sheng Youth Academic Research Prize, among others. He enjoys the State Council’s special allowance.

Yu has been invited to deliver a Chinese economic development report at the UN Headquarters and participates in high-level governmental and international economic dialogues.

Xu Ruidi

Xu Ruidi is a doctoral student at the Institute of Area Studies, Peking University.
